POAC funding of LARC
Auckland | Waitemata | Counties Manukau
Update: 1 July 2026
From 1 October 2026, LARC activity claiming for Counties Manukau will move from claiming via PHOs to claiming under POAC (in line with Auckland and Waitemata Districts).
Counties Manukau providers who have recently changed to a new PHO that does not hold a LARC contract may begin claiming under POAC from 1 July 2026.

LARC (Long Acting Reversible Contraception) Funding
LARC funding and eligibility are provided under an agreed national criteria and funding framework. The funding criteria and fee schedule below apply across the Auckland Region.
Priority Population Eligibility Criteria
Eligible service users are women and non-binary individuals who are domiciled or enrolled in a general practice within the relevant district boundary and meet one or more of the following:
Live in quintile 4 or 5 areas**
Hold a Community Services Card (CSC)
Currently or previously engaged with Secondary Mental Health & Addiction Services and/or Community Alcohol and Drug Services (CADS)
Have had a medical or surgical termination of pregnancy within the previous six months
Are at risk of poor health outcomes
**Includes Māori and Pacific eligible individuals living in any quintile.
Services Covered
POAC supports community provision of:
LARC consultation (where clinically required)
Jadelle insertion and removal
IUCD insertion and removal
Removal and replacement procedures
Unsuccessful insertion or removal requiring referral
String checks and shortening
Claiming Pathway by District
Auckland and Waitematā
Claims are submitted via the POAC claiming pathway (standard POAC process) using the POAC PMS form using code "LARC Contraception" and selecting the relevant fee.

Counties Manukau
For Counties Manukau patients, claims should be submitted via the PHO claiming pathway (not POAC).
Postnatal Exception (≤12 Weeks)
For Counties Manukau women who have birthed within the past 12 weeks, POAC funding may be used only if the patient is not eligible under PHO claiming.
PHO claiming should be used first where available.

Counties Manukau Postnatal Referral Only (≤12 Weeks)
This referral pathway is only for women who have birthed in Counties Manukau and are within 12 weeks postnatal.
This pathway supports access to POAC-funded LARC only where PHO claiming is not available or the patient is not eligible under PHO funding.
